FCC Requests Comment on Proposed Procedures for Measuring the Signal Strength of Digital Television Signals

The Federal Communications Commission ("FCC") has adopted a Notice of Proposed Rulemaking ("NPRM') seeking comment on its proposed procedures for measuring the signal strength of digital television signals. These procedures will have general applicability in the context of digital broadcast signal carriage, and in addition, will be used to determine whether television households are eligible to receive certain distant digital television signals from satellite providers.

The proposed procedures rely, for the most part, on the FCC's existing methods for measuring the signal strength of analog television signals. However, the FCC proposes to modify existing procedures to account for inherent differences in analog and digital transmissions by adopting requirements to, inter alia, measure a digital television signal across its entire bandwidth and use measuring equipment that meets certain specifications. In addition, the FCC proposes to implement more detailed data reporting requirements. The FCC also requests comment on how it should address the shortage of both digital testing equipment and the number of qualified entities available to conduct digital signal testing.
